Underlying both discussions are profound ethical questions about how the world should be ordered, who is responsible for addressing global problems, how change can be managed, and how global governance can be made to work for peoples in developing as well as developed states. Yet, these are often not addressed or only briefly mentioned as ethical dilemmas by commentators. This book seeks to ask critical and profound questions about what relative shifts in power among states might mean for the ethics and practice of global governance.

Metrics details. The exercise of power permeates global governance processes, making power a critical concept for understanding, explaining, and influencing the intersection of global governance and health. The conceptualization of power itself needs to be expanded to include the multiple ways in which one actor can influence the thinking or actions of others. I further argue that global governance processes exhibit features of complex adaptive systems, the analysis of which requires taking into account multiple types of power. Building on established frameworks, the article then offers an expanded typology of eight kinds of power: physical, economic, structural, institutional, moral, discursive, expert, and network. The typology is derived from and illustrated by examples from global health, but may be applicable to global governance more broadly. Finally, one seemingly contradictory — and cautiously optimistic — conclusion emerges from this typology: multiple types of power can mutually reinforce tremendous power disparities in global health; but at the same time, such disparities are not necessarily absolute or immutable.

Rising Powers, Global Governance, and the United Nations

The aim of the article is to analyse the way the RIC Russia, India and China states understand resilience in the world order. In doing so, the article compares their interpretation to that developed by the European Union EU. The first part of the article surveys the way the literature has analysed the role of resilience in the foreign policy of the EU. One of the main findings here is that the mainstream interpretation of resilience tends to be rather circular and leads to process of securitisation of the external environment. The second part of the article then presents and applies to the case of the RIC states a more nuanced framework that examines resilience along three complementary dimensions: resilience as ontology attribute , as process and as outcome agency and intentionality.

This chapter analyses the foreign aid discourses of South Korea and Turkey in international development cooperation under the framework of middle-power theory. Korea and Turkey make use of their middle-power identity with the aim of increasing their presence around the globe, where foreign aid is used as an important foreign policy tool. They claim to be like-minded peers playing a bridging role between the developed and developing worlds. Despite opting for similar results in global politics, they show divergent strategic and ideational pathways in foreign aid. This creates significant implications for cooperation at the global level, especially because it questions the role of middle-power collaboration in facilitating possible rapprochement between traditional and emerging donors as well as within the Southern providers. This was initially associated with the rise of the BRICS countries Brazil, Russia, India, and China, and from South Africa , and was then accelerated by the financial crisis that hit the core Western countries after This chapter begins by examining the US-led global order that emerged at the end of the cold war and the arguments that this was likely to remain stable and to endure. The second section considers the challenges to the idea of a US-dominated global order, paying particular attention to the role of large, emerging developing countries, to the idea of the BRICS, to the regional role of these countries, and to the new Southern coalitions that were coming to play an increasingly influential role in negotiations and institutions affecting trade, climate change, and foreign aid.
